The change

The current pathway is closing.

Today, a purpose-built rooming house on a qualifying residential block in Queensland can be approved through an accepted development pathway: if the proposal meets the published standards, it proceeds.

From 2 December 2026, that pathway is due to change. New proposals are expected to require a different form of assessment, which adds time, cost, and discretion to every future project.

Projects approved before the change keep their approvals. The change is not retrospective: it narrows the gate for what comes after, which is precisely why the window matters to supply.

What it means for you

Acting now versus acting later.

If you act inside the window, your project is assessed under the current rules, and its approval stands after the date passes. You buy into a class of stock that becomes structurally harder to add to.

If you wait, nothing stops you investing later, but new supply faces the narrower pathway, and the purpose-built stock that exists will be what was approved in time.

Timelines matter here. An approval has to be lodged, assessed, and granted before the date, which is why every package on the current list is tracked against the window, and why the list shows each package's approval status.
